Industry Extension Service and Technology Transfer

According to development strategy of Ethiopia, the Industry Extension Service for Micro and Small Enterprises (MSEs) of the college designed to ensure the sustainability of the development plan achieved in all economic sectors of the country, the main focus of the government is creating job opportunities through MSEs development, to reduce unemployment and alleviate poverty and enhancing MSEs to be base for industrial development in the country. The strategy emphasized that industry extension service packages incorporating four segments: technical, technology, kaizen and entrepreneurship is believed to be pillars so as to upgrade MSEs in to medium level enterprises in the process of transforming the country from agriculture led to industrialization.

Industry extension Services in Holeta and as the country is provided by instructors of TVET colleges and it is a means of modality of services provision to micro and small enterprises, up on identifying and documenting their main problem with a view to build their capacity on the basis of need assessment through training and consultancy, technological development and market linkage ,and includes adaptation and transfer of best practices .The expected outcome from services are designed to make MSEs competent enough in the domestic and international market through production of quality and competitive products that can substitute imports.

The overall responsibility of the outreach program in the TVET Strategic document is to make competitiveness of the SMEs, farmers, youth and other stakeholders. The tool that ensures competitiveness of the target groups are; –

  1. Technical Competence:- It is one of the main industry extension packages that goes through identifying the skill gaps of the members of micro and small enterprises and forced deliver technical competence based training that strategically fills their gaps directly aligns to business priorities of the SMEs operators
  2. Entrepreneurial competency (by assessing their gaps and deliver entrepreneurships courses). This has to be achieved through trainings and coaching implemented by college staff making use of their skills and experience at the college level, insisting on entrepreneurship principles,
  3. Technological capability (identify technological gap, select appropriate technologies and accumulate and test an environmentally friendly production technologies and then transfer to SMEs members and farmers.) The technologies to be transferred/proposed to the small and micro-enterprises, farmers and youth might result from development and test at the college level or identification, selection and adaptation from outside and targeted to the technologies allowing substituting import commodities would be specially considered.
  4. KAIZEN (Quality & Productivity improvement):- a system or process of continual improvement in business activities with the goal to improve quality of products and services so that the SMEs operators helps to create a healthy, comfortable and productive life for everyone at workplace that can able to meet fully customer satisfaction

Hence the TVET police and strategy has been developed to guide and implement the industry extension service will be tailored to the specific context of the environment. The various training courses/programs can prepared to capacitate the target groups with mandate analysis as stated in the national policy document.
